Friendship progression and locked relationship hearts
Use available conversations and shared activities to build relationships. A full progress bar does not always mean the next heart is unlocked. For Judith’s reported lock, the developer says main-story progress may be required, but also leaves open the possibility of a bug.
Make an outing count
Check for new dialogue as you visit districts. If you choose a restaurant outing, take a companion when that option is available so the activity can contribute to the relationship. In shops, the gift-box marker identifies an item associated with a character; do not assume every purchase is a universal gift.
A filled bar is not the unlock itself
In the Judith thread, the player had filled the bar through purchases. The developer suggested the main quest might not be far enough along. Continue the active story before spending repeatedly on more decorations purely to force the unlock.
If it remains locked
The same reply acknowledges a possible bug; no exact chapter threshold is confirmed in that thread. A player’s gift suggestion is not a proven cure, and the original poster reported already giving it. Do not restart your entire save or buy a guessed item combination as a guaranteed fix.
